Dublin West Education Centre in collaboration with Primary Professional Develolpment Service (PPDS) have commenced a process of creating, developing and supporting communities of learners among primary teachers. The purpose of TPSc is to "enable the collective development of new knowledge, skills and competencies, new resources and new shared identities and motivation to work together for change" (Fullan).

A TPC may be constructed by a group of teachers who share an interest in a particular curricular area or may share a common challenge, for instance infant teachers, language support teachers, teachers in multi-classes etc.
